廊坊市人民政府關于促進全市房地產市場持續健康發展的實施意見

為推進新(xin)型城(cheng)鎮化建(jian)設和(he)京津冀協同發(fa)展戰略,加(jia)強全市(shi)房地(di)產市(shi)場統籌調(diao)控和(he)規范(fan)管(guan)(guan)理(li),按照“把握節(jie)奏、調(diao)整規模、優化結構、注(zhu)重品質、資源統籌、管(guan)(guan)控風險”的(de)總體要(yao)求,進一步(bu)促進全市(shi)房地(di)產市(shi)場持續健康發(fa)展,結合工作實(shi)際,制定如下實(shi)施意見(jian)。

一、充分發揮好(hao)房(fang)地產業在新型城鎮化建設中的作用

全面落實省(sheng)委、省(sheng)政府關于(yu)推進新型(xing)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化意見(jian),著力優化城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化建設(she)布局,以建設(she)京(jing)津(jin)冀城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)群(qun)為載體,充分發(fa)(fa)揮(hui)我(wo)(wo)(wo)市(shi)(shi)(shi)(shi)首都(dou)功能疏(shu)解及生態(tai)建設(she)的(de)(de)(de)服務作(zuo)用,把環首都(dou)周邊縣(xian)市(shi)(shi)(shi)(shi)建設(she)成(cheng)規模適度(du)、特(te)(te)色(se)鮮明、設(she)施完(wan)善、生態(tai)宜居的(de)(de)(de)衛星城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)。充分發(fa)(fa)揮(hui)房地(di)產(chan)業在(zai)新型(xing)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化中的(de)(de)(de)拉動(dong)作(zuo)用和在(zai)民生改善中的(de)(de)(de)基礎作(zuo)用,保障群(qun)眾(zhong)合(he)理住(zhu)房需求(qiu),促(cu)進我(wo)(wo)(wo)市(shi)(shi)(shi)(shi)經濟社會健康發(fa)(fa)展(zhan)。積極順應(ying)京(jing)津(jin)冀協(xie)同發(fa)(fa)展(zhan)趨勢,推進環京(jing)津(jin)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)群(qun)建設(she),按(an)照重點(dian)(dian)關注、分類指(zhi)導的(de)(de)(de)原則,做好我(wo)(wo)(wo)市(shi)(shi)(shi)(shi)房地(di)產(chan)市(shi)(shi)(shi)(shi)場調控管理工作(zuo)。中部(bu)以廊坊市(shi)(shi)(shi)(shi)區(qu)為核(he)心,提(ti)升中心城(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)綜合(he)實力;北部(bu)以推進北三(san)縣(xian)統籌發(fa)(fa)展(zhan)為重點(dian)(dian),打造首都(dou)同城(cheng)(cheng)(cheng)發(fa)(fa)展(zhan)圈;南部(bu)以霸州為中心,建設(she)天(tian)津(jin)都(dou)市(shi)(shi)(shi)(shi)功能協(xie)作(zuo)區(qu),構筑(zhu)層級合(he)理、各具特(te)(te)色(se)、多點(dian)(dian)支撐、良(liang)性互動(dong)的(de)(de)(de)城(cheng)(cheng)(cheng)鎮(zhen)(zhen)發(fa)(fa)展(zhan)格局。注重城(cheng)(cheng)(cheng)鎮(zhen)(zhen)特(te)(te)色(se)文化的(de)(de)(de)保護(hu)、傳承(cheng)和挖掘,提(ti)升城(cheng)(cheng)(cheng)鎮(zhen)(zhen)內(nei)涵品(pin)位,讓城(cheng)(cheng)(cheng)鎮(zhen)(zhen)有特(te)(te)色(se)、有個性,歷(li)史(shi)文脈得以延(yan)續弘揚。

二、構筑完整的(de)城鎮(zhen)住房供應體(ti)系

(一)抓好住(zhu)(zhu)房(fang)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)供應。科(ke)學安排(pai)住(zhu)(zhu)房(fang)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)出(chu)(chu)讓(rang)(rang)節(jie)奏、時(shi)序(xu)和規模,積極(ji)穩妥均衡供地(di)(di)(di)。因(yin)地(di)(di)(di)制宜、合(he)理增加(jia)普(pu)通商品住(zhu)(zhu)房(fang)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di),足量(liang)保證保障性住(zhu)(zhu)房(fang)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di),嚴格控制高檔住(zhu)(zhu)宅用(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di),不得以任何形式安排(pai)別墅(shu)類用(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)。每半年對(dui)供地(di)(di)(di)計(ji)劃(hua)落(luo)實情(qing)(qing)況進(jin)行評估,根(gen)據計(ji)劃(hua)落(luo)實和當地(di)(di)(di)房(fang)地(di)(di)(di)產市(shi)場情(qing)(qing)況,及(ji)時(shi)依程序(xu)調整(zheng)供地(di)(di)(di)計(ji)劃(hua)。堅持和完善招(zhao)拍(pai)掛(gua)制度,積極(ji)探索和改進(jin)土(tu)地(di)(di)(di)競(jing)價方(fang)式。各縣(市(shi)、區)城鄉規劃(hua)部門要對(dui)商品住(zhu)(zhu)房(fang)項(xiang)目的住(zhu)(zhu)宅建(jian)設套數(shu)、套型建(jian)筑面積、設施條件(jian)、開(kai)竣(jun)工時(shi)間(jian)等(deng)作(zuo)出(chu)(chu)明確要求,并(bing)作(zuo)為土(tu)地(di)(di)(di)出(chu)(chu)讓(rang)(rang)的依據,納入出(chu)(chu)讓(rang)(rang)合(he)同。開(kai)展土(tu)地(di)(di)(di)利用(yong)(yong)(yong)(yong)(yong)(yong)(yong)動態(tai)巡(xun)查(cha),加(jia)強住(zhu)(zhu)房(fang)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)供后開(kai)發利用(yong)(yong)(yong)(yong)(yong)(yong)(yong)全程監(jian)管。嚴格競(jing)買(mai)人資(zi)格審查(cha),對(dui)違反(fan)相關規定的,禁止(zhi)其在一定期限內參加(jia)土(tu)地(di)(di)(di)競(jing)買(mai)。

(二)強(qiang)化(hua)城(cheng)(cheng)市(shi)(shi)規(gui)(gui)(gui)劃(hua)對住房(fang)建(jian)(jian)設(she)(she)的(de)(de)調控(kong)作(zuo)用(yong)。城(cheng)(cheng)鄉規(gui)(gui)(gui)劃(hua)主管(guan)部門要(yao)(yao)結合(he)城(cheng)(cheng)市(shi)(shi)結構調整(zheng)、功能完善(shan),合(he)理確定住房(fang)建(jian)(jian)設(she)(she)的(de)(de)空間(jian)布局,統(tong)籌安排配套服(fu)務設(she)(she)施(shi),建(jian)(jian)設(she)(she)公園綠(lv)地和(he)(he)廣(guang)場游園,完善(shan)城(cheng)(cheng)市(shi)(shi)居(ju)住功能,改善(shan)城(cheng)(cheng)市(shi)(shi)人(ren)居(ju)環境。嚴(yan)格居(ju)住用(yong)地管(guan)控(kong),合(he)理設(she)(she)定開發強(qiang)度,嚴(yan)格落(luo)實(shi)規(gui)(gui)(gui)劃(hua)確定的(de)(de)容(rong)積率(lv)(lv)、綠(lv)地率(lv)(lv)、建(jian)(jian)筑密度和(he)(he)高度、體量、形式、色彩等控(kong)制(zhi)要(yao)(yao)求,不得突(tu)破和(he)(he)隨意調整(zheng)。住宅開發項目必須按照控(kong)制(zhi)性詳細規(gui)(gui)(gui)劃(hua)和(he)(he)城(cheng)(cheng)市(shi)(shi)居(ju)住區(qu)規(gui)(gui)(gui)劃(hua)設(she)(she)計(ji)規(gui)(gui)(gui)范等國(guo)家、省有關(guan)規(gui)(gui)(gui)定,配套建(jian)(jian)設(she)(she)相應的(de)(de)社區(qu)衛生服(fu)務機構、文(wen)(wen)化(hua)活(huo)動中(zhong)心、健身場所、便民店、社區(qu)服(fu)務中(zhong)心、居(ju)民信報箱、公廁等配套設(she)(she)施(shi),確保同(tong)(tong)步規(gui)(gui)(gui)劃(hua)、同(tong)(tong)步建(jian)(jian)設(she)(she)和(he)(he)同(tong)(tong)步投(tou)入(ru)使用(yong),其中(zhong),要(yao)(yao)把社區(qu)文(wen)(wen)化(hua)中(zhong)心建(jian)(jian)設(she)(she)納入(ru)城(cheng)(cheng)市(shi)(shi)規(gui)(gui)(gui)劃(hua),從城(cheng)(cheng)市(shi)(shi)住房(fang)開發投(tou)資中(zhong)提出1%,用(yong)于社區(qu)公共文(wen)(wen)化(hua)設(she)(she)施(shi)建(jian)(jian)設(she)(she)。

(三(san))加大保障性(xing)住房(fang)建設(she)力(li)度。以棚戶區改(gai)造(zao)、新(xin)農(nong)村(cun)建設(she)、公(gong)共租賃(lin)房(fang)建設(she)為主體,高(gao)站(zhan)位、高(gao)標準(zhun)的落實好住有所居(ju)目標。

1.加(jia)大租(zu)賃型保(bao)障(zhang)(zhang)房(fang)(fang)建(jian)(jian)(jian)設(she)(she)力(li)度。在確保(bao)完成省政(zheng)(zheng)府下(xia)達我市保(bao)障(zhang)(zhang)房(fang)(fang)建(jian)(jian)(jian)設(she)(she)任務基(ji)礎上,科學(xue)制定(ding)(ding)年度建(jian)(jian)(jian)設(she)(she)計(ji)劃(hua),以需定(ding)(ding)建(jian)(jian)(jian),量(liang)質并(bing)(bing)舉(ju)。合理(li)(li)(li)(li)確定(ding)(ding)準入(ru)條件,落實聯(lian)審(shen)聯(lian)查制度,堅(jian)持(chi)(chi)分(fen)類輪候、公平(ping)分(fen)配(pei),讓應保(bao)障(zhang)(zhang)的群眾真正受益。積極(ji)穩妥地做好保(bao)障(zhang)(zhang)房(fang)(fang)并(bing)(bing)軌工作,搞好并(bing)(bing)軌運行政(zheng)(zheng)策(ce)評(ping)估(gu)。實行租(zu)補分(fen)離、梯度保(bao)障(zhang)(zhang),統籌(chou)考慮當地財政(zheng)(zheng)支付能力(li)和住(zhu)(zhu)房(fang)(fang)保(bao)障(zhang)(zhang)對象(xiang)(xiang)經(jing)濟(ji)承受能力(li),合理(li)(li)(li)(li)確定(ding)(ding)租(zu)金補貼梯度,將城鎮(zhen)(zhen)低收入(ru)住(zhu)(zhu)房(fang)(fang)困難(nan)家庭租(zu)金控制在合理(li)(li)(li)(li)水平(ping);堅(jian)持(chi)(chi)以租(zu)為主、保(bao)租(zu)控售,滿足城鎮(zhen)(zhen)住(zhu)(zhu)房(fang)(fang)困難(nan)家庭多元化(hua)(hua)的保(bao)障(zhang)(zhang)需求。完善糾錯機制,加(jia)強退(tui)出管(guan)理(li)(li)(li)(li),對非法(fa)占有保(bao)障(zhang)(zhang)性住(zhu)(zhu)房(fang)(fang)的,依法(fa)依規(gui)嚴肅處理(li)(li)(li)(li),實現公共資源(yuan)公平(ping)善用(yong)(yong)。優(you)化(hua)(hua)保(bao)障(zhang)(zhang)性住(zhu)(zhu)房(fang)(fang)規(gui)劃(hua)布(bu)局、設(she)(she)施配(pei)套(tao)和戶(hu)型設(she)(she)計(ji),確保(bao)配(pei)套(tao)設(she)(she)施與(yu)保(bao)障(zhang)(zhang)性住(zhu)(zhu)房(fang)(fang)同(tong)步設(she)(she)計(ji)、同(tong)步施工、同(tong)步投用(yong)(yong),提高保(bao)障(zhang)(zhang)對象(xiang)(xiang)生活質量(liang)。不斷探索建(jian)(jian)(jian)立民(min)營資本、企業及非營利機構參與(yu)保(bao)障(zhang)(zhang)性住(zhu)(zhu)房(fang)(fang)建(jian)(jian)(jian)設(she)(she)和運營管(guan)理(li)(li)(li)(li)的體(ti)制機制,實現可持(chi)(chi)續發(fa)展。

2.加快(kuai)推(tui)進棚(peng)(peng)(peng)(peng)戶(hu)(hu)區(qu)(qu)(qu)(qu)改(gai)(gai)造(zao)(zao)。堅(jian)定(ding)不移落實(shi)(shi)好國務(wu)院近期棚(peng)(peng)(peng)(peng)改(gai)(gai)工作(zuo)的(de)(de)(de)惠民政策(ce),堅(jian)持改(gai)(gai)造(zao)(zao)與(yu)整治并重(zhong)(zhong),統籌推(tui)進棚(peng)(peng)(peng)(peng)戶(hu)(hu)區(qu)(qu)(qu)(qu)改(gai)(gai)建(jian)、城(cheng)(cheng)中村改(gai)(gai)造(zao)(zao)和(he)舊(jiu)住(zhu)(zhu)(zhu)宅(zhai)小(xiao)(xiao)區(qu)(qu)(qu)(qu)改(gai)(gai)善工程。對全市(shi)棚(peng)(peng)(peng)(peng)戶(hu)(hu)區(qu)(qu)(qu)(qu)進行(xing)補充調查,將(jiang)城(cheng)(cheng)中村和(he)涉及(ji)新建(jian)、改(gai)(gai)建(jian)(擴(kuo)建(jian)、翻(fan)建(jian))住(zhu)(zhu)(zhu)房(fang)(fang)的(de)(de)(de)舊(jiu)住(zhu)(zhu)(zhu)宅(zhai)小(xiao)(xiao)區(qu)(qu)(qu)(qu),全部納入棚(peng)(peng)(peng)(peng)戶(hu)(hu)區(qu)(qu)(qu)(qu)改(gai)(gai)造(zao)(zao)范圍,力求(qiu)達到人民居住(zhu)(zhu)(zhu)環境改(gai)(gai)善和(he)城(cheng)(cheng)市(shi)形象(xiang)提升(sheng)的(de)(de)(de)雙贏效果。棚(peng)(peng)(peng)(peng)戶(hu)(hu)區(qu)(qu)(qu)(qu)改(gai)(gai)造(zao)(zao)要堅(jian)持盡力而為、量(liang)力而行(xing)的(de)(de)(de)原則,優先改(gai)(gai)造(zao)(zao)連(lian)片規模(mo)較大、住(zhu)(zhu)(zhu)房(fang)(fang)條(tiao)件困難、安全隱(yin)患(huan)嚴(yan)重(zhong)(zhong)、群眾要求(qiu)迫切的(de)(de)(de)項目。充分利用(yong)國家(jia)支持棚(peng)(peng)(peng)(peng)戶(hu)(hu)區(qu)(qu)(qu)(qu)改(gai)(gai)造(zao)(zao)的(de)(de)(de)融資政策(ce),完(wan)善社(she)會(hui)資本參(can)與(yu)棚(peng)(peng)(peng)(peng)戶(hu)(hu)區(qu)(qu)(qu)(qu)改(gai)(gai)造(zao)(zao)的(de)(de)(de)政策(ce)措施。依法做好國有土地上(shang)房(fang)(fang)屋(wu)征(zheng)收(shou)與(yu)補償(chang)(chang)工作(zuo),嚴(yan)格(ge)執行(xing)相關(guan)程序,合(he)理確(que)定(ding)補償(chang)(chang)標準,按時回遷(qian)安置,切實(shi)(shi)維護(hu)(hu)被征(zheng)收(shou)拆遷(qian)人利益,堅(jian)決打擊通(tong)過(guo)停(ting)水、停(ting)電、阻(zu)斷交通(tong)等手段逼迫搬遷(qian)等違規行(xing)為,嚴(yan)禁(jin)動用(yong)公安機(ji)關(guan)基層警力參(can)與(yu)征(zheng)地拆遷(qian)等非警務(wu)活動。做好歷(li)史文化古跡、歷(li)史建(jian)筑(zhu)保護(hu)(hu)及(ji)周(zhou)邊環境整治工作(zuo)。繼續開展舊(jiu)住(zhu)(zhu)(zhu)宅(zhai)小(xiao)(xiao)區(qu)(qu)(qu)(qu)改(gai)(gai)善工作(zuo),通(tong)過(guo)對老(lao)舊(jiu)小(xiao)(xiao)區(qu)(qu)(qu)(qu)進行(xing)房(fang)(fang)屋(wu)整修、環境整治、配套設施完(wan)善、建(jian)筑(zhu)節能及(ji)供熱采(cai)暖設施改(gai)(gai)造(zao)(zao),改(gai)(gai)善老(lao)職工、困難家(jia)庭的(de)(de)(de)居住(zhu)(zhu)(zhu)條(tiao)件,提升(sheng)居民生活質量(liang),改(gai)(gai)善城(cheng)(cheng)市(shi)整體(ti)面貌(mao)。

3.新農(nong)村(cun)(cun)改造和城鄉一體化建(jian)設(she)(she)同步(bu)。各縣(市、區(qu))政府要加強本級(ji)管理區(qu)域內新農(nong)村(cun)(cun)建(jian)設(she)(she)前瞻性規劃(hua),按照“綠色、循環(huan)、低碳”人(ren)居(ju)原則(ze),把適度推(tui)進中(zhong)心村(cun)(cun)建(jian)設(she)(she)作為重點,不斷提高農(nong)村(cun)(cun)土地集約節約水平,強化鎮與(yu)中(zhong)心村(cun)(cun)之間的設(she)(she)施網(wang)絡(luo)建(jian)設(she)(she),統籌基礎設(she)(she)施和公共設(she)(she)施建(jian)設(she)(she)。逐步(bu)構建(jian)小城鎮、農(nong)村(cun)(cun)中(zhong)心社區(qu)、特色(歷(li)史文化)村(cun)(cun)街(jie)為主(zhu)要框架的人(ren)居(ju)體系。每年根據實際需(xu)求安(an)排保障性住(zhu)房項目建(jian)設(she)(she),確保土地供應。同時拓寬(kuan)保障房覆(fu)蓋(gai)面,針(zhen)對外來人(ren)員和務(wu)工(gong)流動(dong)人(ren)口,鼓勵以園區(qu)、企(qi)業組織(zhi)建(jian)設(she)(she)定向供應的保障性住(zhu)房,以解決(jue)其住(zhu)房需(xu)求。

(四)合理調控(kong)普(pu)(pu)通商品住(zhu)(zhu)(zhu)房(fang)(fang)供應(ying)(ying)總量(liang)和結構。按照需(xu)(xu)求(qiu)(qiu)增(zeng)長情(qing)況,及時調整住(zhu)(zhu)(zhu)宅(zhai)土地供應(ying)(ying)計劃,合理規劃開(kai)發規模和用地規模。完善住(zhu)(zhu)(zhu)房(fang)(fang)供應(ying)(ying)體(ti)系,優(you)化住(zhu)(zhu)(zhu)房(fang)(fang)供應(ying)(ying)結構,根據市場(chang)需(xu)(xu)求(qiu)(qiu)調整普(pu)(pu)通商品房(fang)(fang)供應(ying)(ying)結構比例(li),切實滿足有(you)效剛(gang)性居住(zhu)(zhu)(zhu)需(xu)(xu)求(qiu)(qiu),堅決(jue)管控(kong)投機、投資性行(xing)為。逐步形成供給(gei)穩定(ding)(ding)、總量(liang)平衡、梯次分明的(de)住(zhu)(zhu)(zhu)房(fang)(fang)供應(ying)(ying)體(ti)系。合理確定(ding)(ding)中小套(tao)型(xing)普(pu)(pu)通商品住(zhu)(zhu)(zhu)房(fang)(fang)比例(li),加快中小套(tao)型(xing)普(pu)(pu)通商品住(zhu)(zhu)(zhu)房(fang)(fang)項目(mu)的(de)供地、建設和上(shang)市,形成有(you)效供應(ying)(ying)。各(ge)類住(zhu)(zhu)(zhu)房(fang)(fang)建設項目(mu)要在劃撥(bo)決(jue)定(ding)(ding)書(shu)或出讓合同中約(yue)定(ding)(ding)土地交付之日(ri)起1年(nian)內(nei)開(kai)工建設,自開(kai)工之日(ri)起3年(nian)內(nei)竣工。加大對房(fang)(fang)地產(chan)閑(xian)置土地處置力度(du),該(gai)追究(jiu)責任的(de)要追究(jiu)到位,該(gai)收(shou)取土地違約(yue)金的(de)要足額收(shou)取,該(gai)收(shou)取土地閑(xian)置費的(de)要及時追繳,該(gai)無償收(shou)回(hui)的(de)要無償收(shou)回(hui)。

三(san)、全面(mian)提升我市住宅項目的(de)規劃設計和建(jian)設管理水平

(一)提(ti)高住(zhu)(zhu)(zhu)(zhu)宅(zhai)項(xiang)目(mu)(mu)建(jian)(jian)設(she)(she)(she)(she)(she)品質(zhi)。新(xin)建(jian)(jian)普通商(shang)品房、拆遷改造項(xiang)目(mu)(mu)的(de)回遷安置(zhi)房,要(yao)在(zai)土地出讓(rang)、規(gui)劃設(she)(she)(she)(she)(she)計、建(jian)(jian)設(she)(she)(she)(she)(she)質(zhi)量、配套設(she)(she)(she)(she)(she)施建(jian)(jian)設(she)(she)(she)(she)(she)等環節加強(qiang)控制和管理,促進項(xiang)目(mu)(mu)建(jian)(jian)設(she)(she)(she)(she)(she)水平上檔升級。大(da)力發展綠(lv)色(se)低碳、節能環保(bao)型建(jian)(jian)筑(zhu),繼續組織實施國(guo)家康居示范工(gong)(gong)程,開展住(zhu)(zhu)(zhu)(zhu)宅(zhai)性能認定和綠(lv)色(se)建(jian)(jian)筑(zhu)評(ping)價(jia),貫徹落實《綠(lv)色(se)建(jian)(jian)筑(zhu)設(she)(she)(she)(she)(she)計標準(zhun)》、《綠(lv)色(se)施工(gong)(gong)導(dao)則(ze)》,推進適用新(xin)技術(shu)的(de)集(ji)成(cheng)應用,不斷提(ti)高住(zhu)(zhu)(zhu)(zhu)宅(zhai)科技含量和產(chan)業(ye)發展質(zhi)量。鼓(gu)勵(li)發展成(cheng)品住(zhu)(zhu)(zhu)(zhu)宅(zhai),加快(kuai)推進商(shang)品住(zhu)(zhu)(zhu)(zhu)宅(zhai)全(quan)裝(zhuang)修(xiu),逐步(bu)提(ti)高全(quan)裝(zhuang)修(xiu)住(zhu)(zhu)(zhu)(zhu)宅(zhai)的(de)供應比例。倡導(dao)工(gong)(gong)業(ye)化(hua)裝(zhuang)修(xiu)方式,鼓(gu)勵(li)采用菜單(dan)式集(ji)體(ti)委托方式進行裝(zhuang)修(xiu),促進個性化(hua)裝(zhuang)修(xiu)和產(chan)業(ye)化(hua)裝(zhuang)修(xiu)相結(jie)合,引(yin)導(dao)住(zhu)(zhu)(zhu)(zhu)宅(zhai)品質(zhi)整體(ti)升級。

(二)推(tui)進住(zhu)宅(zhai)產業(ye)現代化(hua)。轉變住(zhu)宅(zhai)發展方式,推(tui)動建(jian)筑業(ye)轉型升級(ji)。強(qiang)化(hua)政(zheng)府引領,完善配套(tao)政(zheng)策,規(gui)劃建(jian)設(she)住(zhu)宅(zhai)產業(ye)現代化(hua)園區,培(pei)育住(zhu)宅(zhai)預制構件(jian)和(he)(he)部品(pin)生產企(qi)(qi)業(ye),鼓勵傳(chuan)統(tong)建(jian)材企(qi)(qi)業(ye)向住(zhu)宅(zhai)部品(pin)生產企(qi)(qi)業(ye)轉型,扶持建(jian)設(she)一批集(ji)設(she)計(ji)、生產、施工(gong)于一體(ti)的(de)住(zhu)宅(zhai)產業(ye)現代化(hua)項目(mu)。編制年度實施計(ji)劃,在(zai)政(zheng)府投資的(de)保障(zhang)性住(zhu)房和(he)(he)公共建(jian)筑中率先推(tui)廣應用(yong)產業(ye)化(hua)建(jian)設(she)方式,在(zai)土地供應意見征(zheng)詢、規(gui)劃設(she)計(ji)方案(an)審批、施工(gong)圖(tu)設(she)計(ji)文件(jian)審查、建(jian)設(she)工(gong)程規(gui)劃許可證(zheng)核(he)發時提出明確要求。健全標準技術體(ti)系和(he)(he)質(zhi)量控制體(ti)系,保障(zhang)工(gong)程質(zhi)量和(he)(he)施工(gong)安全。

(三)提(ti)高物(wu)業(ye)管理水(shui)平。不(bu)斷促(cu)進物(wu)業(ye)管理行業(ye)社會化(hua)(hua)(hua)、市場(chang)化(hua)(hua)(hua)、專(zhuan)業(ye)化(hua)(hua)(hua)、規范化(hua)(hua)(hua)發展,充分發揮街(jie)道(dao)辦事處和(he)社區居(ju)委會在物(wu)業(ye)管理中的作(zuo)用。

1.重(zhong)新構建(jian)與(yu)現(xian)代城市管(guan)(guan)理(li)相適應(ying)的物(wu)(wu)業(ye)(ye)管(guan)(guan)理(li)新體(ti)(ti)(ti)制。認真落實廊坊市人民政府辦(ban)公室《關于健(jian)(jian)全物(wu)(wu)業(ye)(ye)管(guan)(guan)理(li)體(ti)(ti)(ti)制提升(sheng)物(wu)(wu)業(ye)(ye)服務水平的指導(dao)意見》(〔2014〕86號)文件精神,進(jin)一步(bu)健(jian)(jian)全物(wu)(wu)業(ye)(ye)監管(guan)(guan)機(ji)構和完善物(wu)(wu)業(ye)(ye)管(guan)(guan)理(li)體(ti)(ti)(ti)制,明(ming)確各(ge)級(ji)各(ge)部門在物(wu)(wu)業(ye)(ye)管(guan)(guan)理(li)中的職責,形成(cheng)齊抓共管(guan)(guan)、各(ge)負其責的管(guan)(guan)理(li)格局。

2.加強(qiang)住宅(zhai)小(xiao)(xiao)區(qu)的(de)(de)自我管(guan)理(li)(li)能力。街道辦事處、鄉鎮人民政府應利(li)用(yong)(yong)2至3年(nian)時間,指(zhi)導(dao)住宅(zhai)小(xiao)(xiao)區(qu)成立業(ye)主(zhu)大會(hui),由業(ye)主(zhu)大會(hui)依法選舉(ju)產生業(ye)主(zhu)委(wei)(wei)員(yuan)會(hui),從而發揮業(ye)主(zhu)大會(hui)和(he)業(ye)主(zhu)委(wei)(wei)員(yuan)會(hui)的(de)(de)作用(yong)(yong),提高居民對(dui)小(xiao)(xiao)區(qu)管(guan)理(li)(li)的(de)(de)知情權(quan)(quan)和(he)話語(yu)權(quan)(quan),維護(hu)業(ye)主(zhu)的(de)(de)合(he)法權(quan)(quan)益。建立健全由社區(qu)居委(wei)(wei)會(hui)參(can)與的(de)(de)物業(ye)投(tou)訴調處機(ji)制(zhi),及時化解物業(ye)管(guan)理(li)(li)矛盾糾(jiu)紛。

3.發揮各(ge)職(zhi)能部門在住宅小區(qu)管理(li)和服務(wu)中的(de)作用。與小區(qu)管理(li)密切相關(guan)的(de)綜合執法、物(wu)價(jia)、公安(an)、環保(bao)、工(gong)商、質(zhi)監、郵政、消防等部門應當按照各(ge)自職(zhi)責(ze),做(zuo)好(hao)本行政區(qu)域內物(wu)業管理(li)活動的(de)相關(guan)工(gong)作。供(gong)(gong)(gong)水、供(gong)(gong)(gong)電、供(gong)(gong)(gong)氣(qi)、供(gong)(gong)(gong)熱、通信、有線電視等部門要(yao)各(ge)負其責(ze),做(zuo)好(hao)管轄(xia)范(fan)圍內住宅區(qu)相關(guan)管線和設施設備的(de)維修(xiu)維護工(gong)作。

(四)完善(shan)配(pei)套設(she)(she)(she)(she)(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)。完善(shan)綜合(he)功(gong)能,突出綠色生(sheng)態理念(nian),提升居(ju)住環境質量。按照便于設(she)(she)(she)(she)(she)(she)(she)施(shi)維護管理的要求(qiu),合(he)理布局建(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)供水、供熱、供氣、供電、通信、停車、文體等基礎設(she)(she)(she)(she)(she)(she)(she)施(shi)。因(yin)地(di)制宜(yi)建(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)雨(yu)污分流,雨(yu)水滯滲、收(shou)集利(li)用(yong)系統,加強(qiang)透(tou)水性道路建(jian)(jian)設(she)(she)(she)(she)(she)(she)(she),增強(qiang)城(cheng)市防水排澇能力。積(ji)極推進垃(la)圾分類(lei)收(shou)集,配(pei)置垃(la)圾分類(lei)收(shou)集設(she)(she)(she)(she)(she)(she)(she)施(shi)。加快社區公(gong)園(yuan)(yuan)、游(you)園(yuan)(yuan)、林蔭路、林蔭廣場建(jian)(jian)設(she)(she)(she)(she)(she)(she)(she),提升改(gai)(gai)造現有公(gong)園(yuan)(yuan)綠地(di),推廣下沉式(shi)綠地(di)建(jian)(jian)設(she)(she)(she)(she)(she)(she)(she),提高喬灌木覆蓋比(bi)例,增強(qiang)防災避險功(gong)能。建(jian)(jian)成區內老舊住宅項目配(pei)套設(she)(she)(she)(she)(she)(she)(she)施(shi)利(li)用(yong)三(san)至(zhi)五年(nian)時間完成改(gai)(gai)造,不斷提升城(cheng)市承載力,同時確保新(xin)建(jian)(jian)項目和新(xin)規劃區域,配(pei)套設(she)(she)(she)(she)(she)(she)(she)施(shi)規劃建(jian)(jian)設(she)(she)(she)(she)(she)(she)(she)標(biao)準與城(cheng)市發展(zhan)水平(ping)相匹配(pei)。

四、嚴格執行調控政策,加強(qiang)房地(di)產市場監管

(二)進(jin)(jin)一(yi)(yi)(yi)步加(jia)(jia)強(qiang)商(shang)品(pin)(pin)房(fang)(fang)預(yu)(銷(xiao)(xiao)(xiao))售(shou)(shou)(shou)(shou)(shou)(shou)管理。嚴格(ge)預(yu)售(shou)(shou)(shou)(shou)(shou)(shou)許(xu)可(ke)(ke)審批(pi),要(yao)(yao)從工(gong)程(cheng)投資和形象進(jin)(jin)度(du)、交付時(shi)限等方面強(qiang)化(hua)商(shang)品(pin)(pin)房(fang)(fang)預(yu)售(shou)(shou)(shou)(shou)(shou)(shou)許(xu)可(ke)(ke)管理。進(jin)(jin)一(yi)(yi)(yi)步完(wan)善新(xin)建商(shang)品(pin)(pin)房(fang)(fang)和存量房(fang)(fang)買(mai)賣合同(tong)網上簽訂和備(bei)(bei)案,切(qie)實強(qiang)化(hua)預(yu)售(shou)(shou)(shou)(shou)(shou)(shou)資金管理,完(wan)善監管制度(du),尚(shang)未(wei)(wei)實行預(yu)售(shou)(shou)(shou)(shou)(shou)(shou)資金監管的(de)縣(市、區(qu)),要(yao)(yao)加(jia)(jia)快制定(ding)商(shang)品(pin)(pin)房(fang)(fang)預(yu)售(shou)(shou)(shou)(shou)(shou)(shou)資金監管辦法。規(gui)范(fan)銷(xiao)(xiao)(xiao)售(shou)(shou)(shou)(shou)(shou)(shou)行為,未(wei)(wei)取(qu)得商(shang)品(pin)(pin)房(fang)(fang)預(yu)售(shou)(shou)(shou)(shou)(shou)(shou)許(xu)可(ke)(ke)的(de)開發(fa)項目,嚴禁(jin)任何形式的(de)預(yu)售(shou)(shou)(shou)(shou)(shou)(shou)和廣告宣傳。加(jia)(jia)強(qiang)銷(xiao)(xiao)(xiao)售(shou)(shou)(shou)(shou)(shou)(shou)現(xian)場管理,有關證件資料要(yao)(yao)按(an)要(yao)(yao)求在售(shou)(shou)(shou)(shou)(shou)(shou)樓現(xian)場顯著位置公示。完(wan)善新(xin)建商(shang)品(pin)(pin)房(fang)(fang)預(yu)(銷(xiao)(xiao)(xiao))售(shou)(shou)(shou)(shou)(shou)(shou)價(jia)格(ge)備(bei)(bei)案制度(du),房(fang)(fang)地產開發(fa)企業在進(jin)(jin)行商(shang)品(pin)(pin)房(fang)(fang)預(yu)(銷(xiao)(xiao)(xiao))售(shou)(shou)(shou)(shou)(shou)(shou)前,應將預(yu)(銷(xiao)(xiao)(xiao))售(shou)(shou)(shou)(shou)(shou)(shou)價(jia)格(ge)向當地價(jia)格(ge)主管部(bu)門備(bei)(bei)案;繼續嚴格(ge)執行商(shang)品(pin)(pin)房(fang)(fang)銷(xiao)(xiao)(xiao)售(shou)(shou)(shou)(shou)(shou)(shou)明碼標(biao)(biao)價(jia)、一(yi)(yi)(yi)套一(yi)(yi)(yi)標(biao)(biao)、一(yi)(yi)(yi)次(ci)性公開全部(bu)銷(xiao)(xiao)(xiao)售(shou)(shou)(shou)(shou)(shou)(shou)房(fang)(fang)源的(de)規(gui)定(ding),商(shang)品(pin)(pin)房(fang)(fang)經營(ying)者不(bu)得在標(biao)(biao)價(jia)之外(wai)加(jia)(jia)價(jia)銷(xiao)(xiao)(xiao)售(shou)(shou)(shou)(shou)(shou)(shou)。

(三)嚴肅查(cha)處(chu)(chu)房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)市(shi)(shi)場(chang)違(wei)法(fa)(fa)違(wei)規行為(wei)。建立(li)房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)市(shi)(shi)場(chang)監管聯席會(hui)議制(zhi)(zhi)度,進(jin)一步(bu)明確相關部門工作(zuo)責任(ren),加(jia)大對(dui)違(wei)法(fa)(fa)違(wei)規行為(wei)查(cha)處(chu)(chu)力度。從2015年開(kai)始,連續開(kai)展房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)市(shi)(shi)場(chang)三年專(zhuan)項(xiang)整治,嚴厲打擊房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)領域違(wei)法(fa)(fa)違(wei)規開(kai)發建設(she)銷售等行為(wei),通過專(zhuan)項(xiang)整治,使(shi)房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)領域違(wei)法(fa)(fa)違(wei)規行為(wei)得到(dao)有(you)效遏(e)制(zhi)(zhi),市(shi)(shi)場(chang)秩序明顯好轉(zhuan),房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)市(shi)(shi)場(chang)管理(li)(li)制(zhi)(zhi)度和體(ti)系進(jin)一步(bu)健全。積極采用遙感技(ji)術對(dui)城市(shi)(shi)總體(ti)規劃(hua)實施進(jin)行動態監測,加(jia)強企業(ye)信用管理(li)(li)并與資質管理(li)(li)協調聯動,及(ji)時記錄(lu)、公布房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)企業(ye)的違(wei)法(fa)(fa)違(wei)規行為(wei)。建立(li)健全域外(wai)房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)開(kai)發企業(ye)進(jin)廊備案(an)制(zhi)(zhi)度,認真執行《房(fang)(fang)地(di)產(chan)(chan)(chan)(chan)開(kai)發項(xiang)目手冊》制(zhi)(zhi)度。

(四)加(jia)強(qiang)(qiang)部(bu)門(men)協調聯(lian)動(dong),完善市場監(jian)管(guan)機制。土(tu)地、規劃、建設、人行、銀(yin)監(jian)局、稅務以及房管(guan)等部(bu)門(men)加(jia)強(qiang)(qiang)協調聯(lian)動(dong)和(he)(he)信息溝通,建立(li)和(he)(he)完善審批后的(de)(de)日常(chang)監(jian)管(guan)機制,增強(qiang)(qiang)盡職盡責落實監(jian)管(guan)工作的(de)(de)自覺性和(he)(he)主動(dong)性。減少審批環節,優化(hua)審批程序,提高服務意識,為(wei)(wei)企(qi)業提供(gong)寬松的(de)(de)發展環境。發揮社會監(jian)督(du)(du)作用,暢通投訴(su)舉報渠(qu)道,對違(wei)法違(wei)規行為(wei)(wei)受理(li)、核查和(he)(he)處置要公開(kai)透明(ming),增強(qiang)(qiang)群眾的(de)(de)知情權和(he)(he)監(jian)督(du)(du)權,增強(qiang)(qiang)公平、公正。

五、加強社會(hui)監督和輿論引(yin)導

各縣(市(shi)、區)政(zheng)府(fu)、市(shi)直各有(you)關(guan)部(bu)門,特別是環京(jing)的(de)(de)重點縣市(shi),要(yao)加(jia)強市(shi)場(chang)監測和(he)研究(jiu)分析,不(bu)斷提高監測分析水平(ping);國土、規劃、建(jian)(jian)設、房(fang)(fang)管等部(bu)門及(ji)時(shi)(shi)利(li)用網(wang)絡平(ping)臺主(zhu)動(dong)發(fa)布(bu)土地出讓、項目規劃、商品住(zhu)房(fang)(fang)建(jian)(jian)設、交易及(ji)房(fang)(fang)價等方面的(de)(de)權(quan)威信(xin)息(xi)。加(jia)強基礎工作(zuo),加(jia)快推進個(ge)人(ren)住(zhu)房(fang)(fang)信(xin)息(xi)系統建(jian)(jian)設,力爭在2015年底前市(shi)、縣兩級完成個(ge)人(ren)住(zhu)房(fang)(fang)信(xin)息(xi)系統聯(lian)網(wang)對(dui)接的(de)(de)基礎工作(zuo)。進一(yi)步(bu)規范(fan)和(he)完善房(fang)(fang)地產(chan)信(xin)息(xi)披露制(zhi)度(du),逐步(bu)建(jian)(jian)立房(fang)(fang)地產(chan)開發(fa)項目的(de)(de)信(xin)息(xi)發(fa)布(bu)平(ping)臺,提高輿論引(yin)導水平(ping),正確解讀市(shi)場(chang)走勢和(he)有(you)關(guan)調控政(zheng)策(ce)措施,穩定(ding)市(shi)場(chang)預期。引(yin)導購房(fang)(fang)者(zhe)適(shi)度(du)消(xiao)費(fei)(fei)(fei)(fei)、梯(ti)度(du)消(xiao)費(fei)(fei)(fei)(fei)、理性(xing)消(xiao)費(fei)(fei)(fei)(fei),自覺抵(di)制(zhi)低價誘(you)(you)惑、非(fei)法集資、高利(li)誘(you)(you)惑,逐步(bu)形成科(ke)學理性(xing)的(de)(de)住(zhu)房(fang)(fang)消(xiao)費(fei)(fei)(fei)(fei)觀念。加(jia)強輿情(qing)監測,對(dui)涉及(ji)房(fang)(fang)地產(chan)市(shi)場(chang)的(de)(de)不(bu)實信(xin)息(xi),要(yao)及(ji)時(shi)(shi)、主(zhu)動(dong)澄清,保障購房(fang)(fang)消(xiao)費(fei)(fei)(fei)(fei)者(zhe)合法權(quan)益,切實促(cu)進房(fang)(fang)地產(chan)市(shi)場(chang)健(jian)康(kang)發(fa)展,確保我市(shi)經濟社會的(de)(de)和(he)諧穩定(ding)。
